If we are genuinely committed to the principles on which this organization stands, we must confront this blatant act of aggression. Putin's relentless pursuit to dismantle Ukraine's freedom and sovereignty represents a resurgence of state-level competition. This conflict not only threatens Ukrainian sovereignty but poses a broader challenge to global security. Russia's actions seek to undermine established international norms enshrined in the UN Charter, the Helsinki Final Act, and the wider international order, all of which are founded on principles of sovereignty and mutual respect.
Despite Russia's recent territorial gains, this war has proven to be a strategic blunder for Putin and comes at a significant cost. The Russian Armed Forces have displayed deficiencies in equipment, leadership, and morale.
Putin has been compelled to put his economy on a war footing, resulting in significant expenditure, with nearly 40% of public funds and 6% of GDP now allocated to defense. Russia's casualty toll, exceeding 450,000, surpasses its losses during a decade of Soviet occupation in Afghanistan.
At this pace, by 2025, Russia is projected to have suffered well over half a million military casualties over three years of this needless conflict. Struggling and isolated, Russia increasingly relies on Iran and North Korea for military support. At the recent Victory Day parade in Moscow, two-thirds of the 30 units on display were drawn from military academies, youth organizations, and veteran groups. Notably, the lone ceremonial WWII-era T-34 tank, traditionally leading the parade, was the only main battle tank present.
Mr. Chair, these developments underscore a nation in decline, facing the repercussions of its unlawful invasion of a sovereign state. All of this for a war that Russia cannot win.
The United Kingdom's commitment to supporting Ukraine remains unwavering. We will continue to provide Ukraine with the assistance it needs to courageously resist Russian aggression. Despite Russia's distorted narrative, aimed at justifying a war that serves only a small elite, it is imperative that we, as members of this forum, maintain clarity and awareness of the far-reaching consequences if Russia were to succeed.
Mr. Chair, the United Kingdom remains dedicated to upholding a stable and peaceful international order based on the fundamental principles of the UN Charter.
